A gutter packed with leaves before a scheduled roof wash raises a fair question about which comes first, the drainage or the cleaning.
Short answer
The only cleaning order in the roofing documents that mentions gutters clears them first: the Metal Roofing Alliance lists clearing gutters, downspouts and large rooftop debris as step one before washing a metal roof. ARMA and TRI Alliance tie clean gutters to proper drainage, and solution and rinse water have to leave the roof somewhere, so full gutters are a detail to raise at the estimate.
The published order
The Metal Roofing Alliance sets the order in writing: "Clean out all gutters and downspouts and remove any large rooftop debris such as branches," the first step in its cleaning guide for metal roofs, ahead of the hose, the detergent solution and the rinse that follow it. ARMA publishes a related idea in its own words, clearing debris that accumulates on the roof as regular maintenance. TRI Alliance ties the same kind of debris to drainage from its own angle: excessive debris such as leaves and pine needles should be removed from gutters and valleys to ensure the proper flow of water.
Only the Metal Roofing Alliance puts that clearing in a numbered order with the wash. ARMA describes it as part of a regular maintenance program and TRI Alliance as a matter of water flow, and none of the three makes clearing debris part of the wash itself.
During the wash
ARMA's algae and moss bulletin ties gutters directly to drainage: keep gutters clean to promote proper water drainage, and do not let an upper roof's gutters drain directly onto a lower roof. A wash sends water toward the gutters on top of whatever is already sitting in them, first the solution and then the rinse that ARMA's procedure ends with, a rinse ARMA warns should come before the solution dries completely.
A gutter already full of leaves has less room for that water, so it spills or backs up somewhere other than the downspout. That is reasoning about drainage rather than a line any document prints, and it is why full gutters are worth mentioning before the day rather than discovering during it.
What is not written
Whether a given crew proceeds when the gutters are full, clears them first, or reschedules is not written in any document read for this page, and it is not a rule this page states. What is published is that clean gutters serve drainage; that a wash sends its water to them is plain reasoning. Whether the solution or the rinse itself does anything to the gutters is a related question, answered at roof cleaning and gutter damage.
Clogged downspouts and ongoing drainage trouble go to a gutter or roofing contractor. Debris on the roof surface itself is a separate question, covered at roof cleaning and leaves or debris, and what a roof cleaning estimate looks at is its own answer as well.
Where the water goes
Once solution and rinse water leave the roof, where it actually goes is its own answer, at roof cleaning runoff, and the general term for that water is defined at runoff. TRI Alliance names valleys, where two roof slopes meet, alongside gutters as places to clear of leaves and pine needles; the word is defined at valley.
What a rinse itself looks like, apart from the gutters around it, is answered at does a roof get rinsed after soft washing. Full gutters are a fair detail to put in the project details when an estimate is requested.
No document read for this page describes clearing gutters as part of the wash. The Metal Roofing Alliance puts clearing gutters, downspouts and large rooftop debris ahead of its hose and detergent steps, not folded into them, while ARMA and TRI Alliance describe clearing debris as regular maintenance with no wash attached to it.
Because a wash sends more water to the gutter than an ordinary dry day does, first the solution and then the rinse that follows it. ARMA ties clean gutters to proper water drainage in general, and a channel with less room to carry water away changes where that water ends up during the work. The link between the two is reasoning about drainage, not a line from ARMA.
ARMA's algae and moss bulletin says not to let gutters from an upper roof drain directly onto a lower roof, in the same list where it says to keep gutters clean to promote proper water drainage. It is maintenance guidance for asphalt shingle roofs, not a cleaning instruction, and it does not say what a wash changes; a drainage layout that sends water onto a lower roof is a question for a gutter or roofing contractor.
