Film on a window is a separate layer from the glass under it, and a homeowner who has it wants to know what a cleaning can do to that layer.
Short answer
Yes. Applied window film can be marked by the wrong cleaning, and NGA's list is specific: no bristle brushes or abrasive materials, no paper towels or newspaper, no vigorous rubbing or heavy pressure, ammonia checked with the film supplier first, and splices cleaned in the direction of the splice. IWFA adds that excessive force is avoided while a new film's adhesive cures.
The published list
NGA's paragraph for glass with window film applied starts from the mark it wants to avoid: care must be taken not to scratch the film. The list follows from there: no bristle brushes or abrasive cleaning materials, a soft cloth or clean synthetic sponge recommended for washing, paper towels or newspapers not recommended, and no vigorous rubbing or heavy pressure in the cleaning process.
The International Window Film Association's FAQ answers the same question from the film industry's side: a soft clean cloth, a soft paper towel or a clean synthetic sponge, any normal glass cleaning solution that contains no abrasive materials, and a soft cloth or squeegee for drying. The two publishers differ on the paper towel, and each is given here as its own. Neither list names a scrim, the loosely woven cloth the dictionary describes.
What touches the film
For the solution itself, NGA recommends mild detergent or household window cleaning solutions for window films. It neither clears nor bans ammonia: solutions containing it may not be suitable for all film types, and the film supplier is to be asked for a recommended cleaner. IWFA's After You Buy page describes proper maintenance as possibly including regular cleaning with a mild, non-abrasive cleaner and avoiding harsh chemicals or abrasive materials that could damage the film, and it gives no interval.
Where a film is spliced, NGA recommends additional caution and says to clean in the direction of the splice. Film, ammonia and the limit of routine cleaning sets these lines beside the rest of NGA's method.
New film, and its warranty
NGA also notes that exposed films, security or spall films for example, may be applied to the interior glass surface. For a newly installed film, IWFA describes a curing period: the adhesive needs time to fully cure and bond with the glass, typically a few days to a couple of weeks depending on the type of film and the conditions, and during that period excessive force on the film is to be avoided because it could disrupt the bonding. That is IWFA's description of the adhesive, and no source cited here turns it into a wait before cleaning.
IWFA also says many window film manufacturers offer warranties covering defects in materials or workmanship and issues such as bubbling, peeling or discoloration, and it tells owners to know the terms of the warranty provided with their installation. What those terms say about cleaning is for the film maker's warranty to state. What tinted means and which rule attaches to it, and squeegee against cloth in general, each have their own answer.
The two published sources disagree, and each is given as its own publisher's word. NGA's paragraph for filmed glass says paper towels or newspapers are not recommended. IWFA's FAQ on cleaning filmed windows names a soft paper towel as one of three options, alongside a soft clean cloth and a clean synthetic sponge. A cloth or a sponge fits both lists.
